卫生防疫站是预防保健工作的核心机构。其主要职责是应用预防医学理论的技术进行疾病控制及受委托代表国家进行卫生监督执法。卫生防疫工作面广量大,社会性很强,工作的效能不仅取决于内部的结构和管理,在很大程度上还受制于社会这个大系统。随着社会主义市场经济体制的建立和发展,社会系统也呈现复杂多变的态势。从系统的组成看,卫生防疫站是卫生系统的子系统,而卫生系统又是社会经济系统的子系统,俗话说:牵一发而动全身,卫生防疫工作与整个社会这个大系统有着密不可分的关系,因此,对卫生防疫站的管理,我们可以引用系统分析的方法进行。
