诚信是市场经济的基石,诚信兴商是发展社会主义市场经济的必然选择。但是,诚信兴商决非只是为商者或商业领域的事情,而是一个涉及方方面面的社会系统工程,是政府、企事业单位,个人共同参与的事业。党的十六届三中全会通过的《关于完善社会主义市场经济体制若干问题的决定》提出“建立健全社会信用体系”的要求时强调：“增强全社会的信用意识,政府、企事业单位和个人都要把诚实守信作为基本行为准则”。在这里,对政府的诚信要求是放在第一位的。由自身特殊地位所决定,政府必须在诚信兴商中发挥关键作用。
Honesty is the cornerstone of a market economy. Honesty and Prosperity is an inevitable choice for developing a socialist market economy. However, honest and prosperous business is no more than a matter for business or commerce. The “Decision on Some Issues Concerning Perfecting the Socialist Market Economic System” put forward by the Third Plenary Session of the 16th CPC Central Committee emphasized the requirement of “establishing and perfecting the social credit system”: “enhancing the credit awareness of the whole society, the government, enterprises and institutions and Everyone should be honest and trustworthy as a basic code of conduct. ” Here, the integrity requirements of the government are the top priority. Determined by its special status, the government must play a key role in the promotion of good faith.
