2.影子汇率影子汇率是指项目国民经济评价中,将外汇换算为人民币的系数,实质是外汇的影子价格。之所以要测算和采用影子汇率,是因为住国家实行外汇管制和外贸管制的情况下,官方汇率往往低估了外汇实际价值。影子汇率在国民经济中不仅起到换算系数的作用,而且其取值大小还直接影响项目的进出口抉择,影响是否选用进口设备的决策,影响产品进口替代型项目和产品出口型项目的决策。影子汇率的确定应综合考虑进岀口结构和水平、外汇的机会成本及其发展
2. Shadow exchange rate Shadow exchange rate refers to the coefficient of converting foreign exchange into RMB in the evaluation of the project national economy. It is essentially the shadow price of foreign exchange. The reason why the shadow exchange rate is to be measured and adopted is that the actual exchange rate is often underestimated by the foreign exchange rate control and foreign trade control of the country where the country is living. The shadow exchange rate not only plays a role in the conversion coefficient in the national economy, but also the size of its value has a direct impact on the project’s import and export choices, influences the decision on whether to use imported equipment, and affects the decision-making on product import substitution projects and product export-oriented projects. The determination of the shadow exchange rate should take into account comprehensively the structure and level of intakes, the opportunity cost of foreign exchange and its development.
