现阶段,非制度化矛盾解决方式频现,已经成为一个突出的社会治理难题。为有效应对非制度化矛盾,本文进一步厘清了非制度矛盾解决方式的内涵和类型。本文将非制度矛盾解决方式分为制度合理—手段非制度化、制度不合理—手段非制度化、制度不合理—手段制度化三种类型。选择非制度化矛盾解决方式的原因在于制度的短缺与执行偏差,非制度化主体收益的心理预期、闹事亚文化的形成与蔓延,这三种因素相互交织,促成了非制度化矛盾解决方式的选择偏好。为此,应通过完善制度化矛盾吸纳机制,完善矛盾化解的制度供给,破解闹事亚文化的困局,加强源头治理减少矛盾源等治理之策,将非制度化矛盾解决方式纳入到制度化化解渠道。
At this stage, non-institutionalized way to resolve conflicts has become a prominent problem of social governance. In order to effectively deal with non-institutional contradictions, this article further clarifies the connotation and types of non-institutional contradictions. This article divides non-institutional contradictions into three parts: institutional rationality-non-institutional means and unreasonable institutions-non-institutional means and unreasonable institutions-institutionalized means. The reasons for the choice of non-institutional solutions to conflicts are the institutional shortages and deviations in execution, the psychological expectations of non-institutionalized subjective returns, the formation and spread of troubled subcultures, and the interweaving of these three factors, resulting in a non-institutional solution to the problem of contradictions Choose your preferences. Therefore, it is necessary to improve the mechanism to absorb contradictions, perfect the institutional supply of contradictions and resolve the sub-cultural trouble in Africa, strengthen the source of governance to reduce contradictions and other governance measures, the non-institutional solution to the conflict included institutionalized channel.
