近年来,莱城区十分重视结构调整在企业发展中的作用,在大力发展一、三产业的同时,突出以乡镇企业为主的第二产业的结构调整,逐步形成了钢铁、机械、铸造、能源、建材、纺织、造纸、橡胶等八大主导产业和电子、化工等新兴产业,基本形成了汽车农机配件、镀膜玻璃、机制纸、纺织品、水泥、橡胶制品、原煤、化工等八大主导产品系列,重点行业、优势产品逐步形成规模。产品档次、市场占有率有了较大提高,经济效益不断增加,对全区经济的发展起到了重要的带动作用。但随着改革开放的进一步深化和市场经济体制的不断完善,乡镇企业发展的内外环境都有了较大变化,乡镇企业在生存和发展中的矛盾逐步暴露出来,不仅严重制约了乡镇企业向高层次、高跨度发展,长此以往,还将会对整个经济发展产生不良影响。因此,从当前形势和实现跨世纪战略目标看,突出抓好结构调整,在争取良好外部生存环境的同时,努力实现产品、资产、管理诸方面结构的进一步优化,使重点产品上档次,重点企业上规模,重点行业迅速膨胀,是乡镇企业市场取胜的当务之急。
In recent years, Laicheng District has attached great importance to the role of structural adjustment in the development of enterprises. While vigorously developing the primary and tertiary industries, it has also highlighted the structural adjustment of the secondary industry, which is dominated by township enterprises, and gradually formed iron and steel, machinery, casting, and energy. Eight leading industries such as building materials, textiles, papermaking, and rubber and emerging industries such as electronics and chemical industry have basically formed eight leading product lines such as automobile agricultural machinery parts, coated glass, machine paper, textiles, cement, rubber products, raw coal, and chemical products. Industry and superior products gradually formed scale. The product quality and market share have been greatly improved, and the economic benefits have continuously increased, which has played an important leading role in the development of the region’s economy. However, with the deepening of reform and opening up and the continuous improvement of the market economy system, the internal and external environments for the development of township and village enterprises have undergone major changes. The contradiction between the survival and development of township and township enterprises has gradually emerged, which not only seriously limits the height of township enterprises. Development at a high level and over a long period of time will also have a negative impact on the overall economic development. Therefore, judging from the current situation and realizing the cross-century strategic goals, we must focus on structural adjustment, strive to achieve a better external environment, and strive to further optimize the structure of products, assets, and management, so that key products can be upgraded, and focus on key enterprises. On the scale, the rapid expansion of key industries is the top priority for the township enterprise market to win.
