政策风险是公共政策中必然存在的问题。在今天的中国社会转型时期,诸多不确定和不可控因素使得政策风险问题显得越发严峻和现实。并且,随着中国改革的推进,更多未知因素会给政策风险带来更大的问题和挑战。我们必须积极应对社会转型时期所出现的政策风险,充分认识其产生的原因和可能带来的负效应,努力寻求各种有效的方法和途径来控制和规避政策风险,使得公共政策得以有效运行,最大程度实现预期的政策目标,保证中国社会转型进程的顺利前进和长远发展。
Policy risk is an inevitable problem in public policy. In today’s social transformation in China, many uncertainties and uncontrollable factors make policy risk issues more and more serious and real. And as China’s reform progresses, more unknown factors will bring more problems and challenges to policy risks. We must actively cope with the policy risks that emerged in the period of social transition, fully understand the causes and the possible negative effects, and strive to find effective ways and means to control and evade the policy risks so that public policies can be effectively run. To achieve the expected policy objectives to the greatest extent possible and to ensure the smooth progress and long-term development of the social transformation in China.
