为认清生物恐怖主义给国家造成的危险,俄罗斯联邦政府授权国家生物安全专家组详细制订国家生物安全构想,提出实施生物安全的体制、机制和首要措施。据此,俄生物安全专家组成员、俄罗斯医科院新技术研究所所长尼古拉·卡尔基谢科在2002年第5期《医务报》上撰文指出,药物预防剂可作为对付生物恐怖袭击的主要防御手段。文章就药物预防目标、制剂类型、作用机理以及应对生物恐怖袭击的措施等方面进行了论述: In order to understand the dangers that bioterrorism poses to the country, the government of the Russian Federation has authorized the National Biosafety Experts Group to formulate a national biosafety concept in detail and propose the systems, mechanisms, and primary measures for implementing biosafety.
