力图结合贵州省的县级社会经济条件背景,利用1979年以来3次全省森林资源连续清查数据、有关森工财务决算数据和林产品成本调查数据,进行历史对比和综合分析。讨论涉及该省林业经济运行中的税费、价格和土地利用等有关政策效果,并由此提出调整税收、实行木材收购价保护、完善土地使用权有偿转让政策等建议,以寻求解决林业发展活力和效率问题的办法。
In the light of the county-level socio-economic conditions in Guizhou Province, this paper attempts to make three historical comparison of the forest resources in the whole province since 1979, the data of the investigation of the financial accounts of forest workers and the cost of forest products, and make historical comparisons and comprehensive analyzes.
