1995年,全州各族人民坚持“抓住机遇、深化改革、扩大开放、促进发展、保持稳定”的方针,团结一致,艰苦奋斗,使国民经济继续保持了快速、健康发展的好势头。年度计划和“八五”计划圆满完成,人民生活得到改善,社会各项事业全面发展,为“九五’改革发展的顺利起步奠定了基础。据初步统计,全年国内生产总值可达23亿元,按可比价格计算比上年增长14.9％,经济运行中存在的主要问题是:经济运行的质量和效益不理想,农牧业基础脆弱,抵御自然灾害的能力较差,投资规模偏小,经济发展的后劲不足;国有企业改革滞后,多数困难企业未能从根本上摆脱困境,财政困难,资金短缺,人才缺乏等问题依然突出。
