传统委任制的用人制度,最突出的弊端就是选人用人渠道单一,容易造成干部身份和领导职务的终身制,只能上不能下,无风险,无活力。邓小平1982年1月13日在中共中央政治局讨论中央机构精简问题会议上的讲话中指出:“这一次革命,不但要注意出的问题,还特别要注意进的问题……第一位应该着眼于进。”
