尽管我国预算法禁止地方政府举债,但为了弥补地方政府财力与支出责任不匹配所形成的资金缺口、推进地方工业化和城镇化进程,加快地方经济发展,在我国当前财政体制和金融体制的双重制约下,地方政府在经济建设实践中摸索出了债务融资方式,为地方经济建设和社会事业发展提供了大量的资金支持。
