根据中央的部署,并结合海南实际,海南省级政府、党委的机构改革工作将在今年第四季度进行,年底基本完成。省级政府工作部门将由现在的39个减为32个左右,并按中央核定的编制精简机关人员。对机关富余人员采取退休、离岗培训后向企业和行政执法部门转岗、脱产学习深造等途径进行平稳分流。这次机构改革,是改革开放以来机构变化较大,人员调整较多的一次,时间紧、任务重、难度大、要求高,务必切实加强组织领导。一是要迅速做好政府机构改革的前期准备工作。省政府组成部门和直属单位要抓紧清退临时借调、借用人员,及时办理到龄离退休人员的有关手续,廓清机构改革主体;认真清理
