《晏子春秋》记载齐景公问策于晏子,如何做到亲民?晏子曰:“俭于藉敛,节于货财。作工不历时,使民不尽力。百官节适,关市省征。山林陂泽,不专其利。领民治民,勿使烦乱。知其贫富,勿使冻馁。则民亲矣。”晏子的回答全涉及民生问题,一是征收赋税要节制,使用财物要节俭,兴建土木工程不要超过农时,役使人民不要使尽民力。二是各种官吏设置得精干恰当,即精简机构,关口和市场上减少税收,山林池泽的利益不专
