1993年修订的《国家行政机关公文处理办法》第十条规定:“标题中除法规、规章名称加书名号外,一般不用标点符号.”这条规定说明了两点:一、标题中只有法规、规章可加书名号;二、其他标点符号一般不得使用.于是,对“一般”这个灵活性应如何掌握,就是一个需要研究、明确的问题.根据《办法》,参考1990年修订发布的《标点符号用法》,总结多年实践形成的惯例,行政公文标题可用标号中的书名号、引号和括号.标号的用途是标明词语或句子的性质与作用.正确使用标号有助于公文标题更加符合准确、简明、醒目的要求.但由于缺乏统一、明确的规定,也由于思想上重视不够,标号的使用历来就有较大的随意性,常常同一个机关对同类型的公文有不同的标点法.如:
