In the new century, the CPC Central Committee and the State Council made a major strategic plan based on the grim situation of China’s social order and proposed to optimize the economic environment and strengthen public order. This expresses the strong desire of the broad masses of the people and even represents the fundamental interests of the overwhelming majority of the Chinese people. How to do this work, I think we should have a basic analysis and estimation of the current social security situation. After more than 20 years of reform and opening up, tremendous changes have taken place in our society.
