As an important concept in political science, there are many kinds of explanations for the term “government.” However, in our real life, there is only one most authoritative definition that any organization or individual must follow. This is the “ People’s Republic of China Constitution ”on the provisions of the government. All power in the People’s Republic belongs to the people. As the system guarantee of “sovereignty and the people”, the Constitution of the People’s Republic of China stipulates that the highest organ of power in the country shall be the National People’s Congress, and the highest administrative organ (central government) of the country shall be the executive organ of this organ of power
