今年是《档案法》颁布十周年,回顾十年来我们学习、宣传、贯彻《档案法》的实践,依法治档所走过的历程,总结我市档案事业取得的每一个进步,获得的每一项成绩,我们深刻体会到依法治档的关键是依法行政。 一、《档案法》的颁布实施为我国档案事业的发展走依法治档道路提供了法律依据和法律保障。邓小平同志曾经指出:“为了保障人民民主,必须加强法制。必须使民主制度化、法律化,使这种制度和法律不因领导人的改变而改变,不因领导人的看法和注意力的改变而改变”。《档案法》全面系统地规定了我国国家管理档案的范围,档案的管理,档案的利用和公布,国家机关、集体单位和公民在档案事务中的权利与义务,以及法律责任等,调整各方面在档案事务中的关系。《档案法》的颁布实施,从法律的角度确保全体公民档案意识的提高,保护档案成为全社会应尽的一项义务;明确规定档案机构及其职责,为保护档案的完整与安全提供了可靠的组织和物质保障;明确规定档案机构应建立科学制度,配
