郑州经济技术开发区内设工业区、仓储区、混合区、生活区等四个功能区域,是河南省唯一的国家级经济技术开发区。
截至目前,在12.49平方公里的规划区域内,基础设施覆盖达7平方公里,5平方公里的起步区里布满了项目;累计进区企业270个,开工项目115个,固定资产投资36亿元,其中基础设施投资7.2亿元;修建道路28公里,绿化面积35万平方米;批准三资企业42个,实际利用外资3200万美元。形成了电子信息、电子器材、印刷包装、食品加工等四大产业,。世界500强企业中的荷兰飞利浦公司、德国曼公司、韩国LG公司等,国内500强企业中的海尔、乐百氏、希望等相继进区投资。去年,河南省目前最大的合资项目------安彩集团、荷兰飞利浦公司、南京华飞公司共同投资26.8亿元、占地千亩的现代化大企业落户开发区。
作为一个内陆开发区,应根据新形势的要求,以创新的思维,灵活的引资手段,实施更加有效的招商活动。首先,在吸引外资基础上,经济开发区应该抓住高级制造业向发展中国家发展的契机,将吸引高级加工制造业投资作为引资的重点。其次,在技术水平上,开发区应提高制造业技术水平,成为未来世界高级制造业加工中心之一。再次,在外商投资类型方面,应重点吸引生产型跨国公司投资,特别是欧美跨国公司的投资。第四,在利用外资形式上,在坚持以新建设投资为主方式的同时,拓宽其他融资方式。
我们近几年来注重改进招商手段,转变招商重点。运用市场机制进行招商。组建综合投资服务中心,理顺项目投资服务流程,建立从投资信息处理,到招商策略制定、项目洽谈、跟踪服务,以至项目登记备案、手续代办的系统化规范服务。划清责任,提高项目成功率。实行项目引进代理机制和引进项目奖励机制。委托总公司和企业招商,激励企业依靠资源优势和企业网络,以各种形式迎进项目和资金,视项目质量和到位资金,给予奖励。
突出对世界500强和国内500强企业招商,把和我区已建立联系或投资的两类500强企业作为招商的重中之重,通过个性化、专业化、专家化的服务,把我区纳入这些大公司在中国发展的战略投资布局,使郑州经济技术开发区成为跨国公司在中原地区投资战略的首选之地.
大力引进新型现代化服务业。重点关注能填补区域服务空白,能显著凝聚商气、聚集商气、形成人流、物流、资金流和信息流集聚效应,能够形成标志性、典型性建筑风格的现代化服务业.
按照效益化的机构职能要求,进行全方位的机构改革。进行管委会组织机构改革,做到职能清晰、责任分明、权限合理、权责对等,为高效率运行、高效能管理提供组织机构保证。
构筑经济新平台,实现经济新跨越。实施人才开发战略,营造人才环境,建立健全以市场为引导的人才开发和人力资源配置方式。鼓励区内各企业引进各类高级人才。对区内引进的具有高级职称和博士学位的高级管理人才和高级技术人才,可免租金提供居住;企业每引进一名符合条件的人才,允许在管理费用中列支一定数额的研究与开发费用;因重大科技改造、科研成果和改善经营管理而显著提高利税水平的,管委会予以重奖。鼓励自主知识产权科技成果在区内转化。凡产品市场潜力较大、成长性好,投资达到一定数额的,管委会给予一定比例的配套资金,支持企业发展,并无偿为主要成果人提供住房,妥善解决配偶、子女的就业和就学问题。
强力推动银企合作,克服资金制约瓶颈。选择一家国家商业银行,签订全方位金融合作协议,对基础设施建设、公用工程、市政设施、土地开发等工程建设项目,提供金融支持,并对管委会推荐的区内重点企业开展授信业务;定期举行银企见面会,由企业发布项目,管委会根据项目情况确定向银行的推荐等级,银行综合企业资信情况、项目情况和管委会的推荐意见,确定重点评估对象,确定信贷投资。
依托重点功能园区,促进优势产业成立。快速扩张经济总量,优化产业功能布局和经济结构。
Rely on Innovative Mechanisms for Progress

Zhengzhou Economic and Technological Development Zone (ETDZ) is the only state-level development zone in Henan Province, central China. It consists of four functional quarters, separately for industrial production, warehousing, general business operations and life.
The zone is designed to eventually cover 12.49 sq.km., Infrastructure facilities are to occupy seven sq.km of the area, five sq.km of the area is designated for the first-phase development, which is now in full swing.
Zhengzhou ETDZ has so far played host to a total of 270 investment projects, including 115 that have begun producing. The fixed asset investment made in the zone has come to 3.6 billion yuan in total, 720 million yuan of which is used for infrastructural construction, which include 28km of roads and greening projects totaling 350,000 sq.m. in area. Forty-two Sino-foreign joint ventures and solely foreign-funded enterprises have won approval for operation in the zone, involving a combined capital input of US$32 million.
Enterprises in the development zone mainly cover the fields of electronic information, electronic equipment, printing and packaging and food processing industries. Many of the world‘s top 500 enterprises listed by the Fortune such as Philips of the Netherlands, Mann of Germany and LG of the ROK, and some of the Chinese best known companies such as Hai‘er, Lebaishi and Hope are among the investors in the zone. In 2001, the Ancai Group, Philips and Nanjing Huafei invested 2.68 billion yuan in a joint venture in the development zone, which, occupying 1,000 mu (15 mu to a hectare), is the largest of its kind in Henan Province.
Lying in China‘s hinterland, Zhengzhou ETDZ deems as of vital importance to be innovative and flexible in its work to attract foreign investment.
First of all, the development zone should give top priority to attracting investment in high tech-oriented processing and manufacturing undertakings. Secondly, the zone must lose no time to upgrade its technological level in a bid to attain the long-term target of becoming a most advanced manufacturing and processing center in the world. Thirdly, no effort should be spared to lure in transnational companies, in particular those that are based in Europe and the United States. Finally, the zone should diversify the forms of foreign investment while striving for input for capital construction as it has been doing.
Top priority is given to attracting investors from among the top companies in China and abroad. By providing them with personalized and highly professional services offered by our experts, we‘ll convince them of the vital need to include us into their strategic programs for investment in China. We are expecting transnational companies to pick up our development zone the first choice when they plan investment in Central China.
We will exert great efforts to promote cooperation between banks and enterprises to remove the bottleneck that stems from shortage of funds. We will select one state-owned commercial bank and sign with it comprehensive financial cooperation agreements to provide financial support to engineering projects in the zone, including those for infrastructure development, construction of public utilities, urban development and land development. Meanwhile, credit rating of enterprises in the zone will be undertaken to award those proven to be outstanding in honoring their business contracts and commitments. Meetings of their representatives and representatives of the bank will be held on a regular basis. The administrative committee will recommend projects to the bank on merit of their credit standing.
