我省清匪肅特工作。在過去一个時期,已經取得了巨大成績。自五月至十月,土匪武装就殲三万五千三百一十二人;匪首就擒与击斃二百七十人,而肅特工作,我省人民公安機開十个月來即破獲了反革命企图组织叛乱暴動特务活動案件二百八十四件,捕獲特务分子一千一百名。目前,我全省土匪武裝已遭到致命打击,若干地區股匪已被肃清,隱蔽的匪特活動也遭到了应得的镇压。但土匪武裝和特務反革命活動是不是就可很快肅清和肅清以后即不會再起了呢?不是的,事实是不容許我們麻痺的。士匪武装和特务反革命活動有明显的政治背景,並有其一定的社會基础。现在全省農村封建势力——不法地主和惡霸尚未受到应有的打击,農民群众尚未充分动起來,
