和顺县结合中华人民共和国宪法草案的宣传和讨论,对农村缺粮情况进行了深入的摸底,检查了供应证的发放,使全县农村由原要求八、九月份供应粮食一一五万余斤,减为四三万余斤;使缺粮面由百分之五三点五六,降为二○点五,扭转了粮食供应工作中的混乱局面。从报告中看,该县对农村粮食供应的规律尚未注意总结,对加强粮食,初级市场的领导和发挥其作用尚注意不够。粮食计划供应工作是一项艰巨而复杂的工作,尚希各地认真总结经验,以使粮食计划供应工作逐步提高,并使之制度化。
