为了适应档案管理现代化的要求,同时也为了方便当前档案的管理与检索,省档案局研究制订了湖南省《地县档案馆档案管理若干规范》。这个《规范》从今年二月开始起草,已经五易其稿。在起草过程中,有关同志到一些地市作了广泛的调查,先后召开六次座谈会,反复听取各方面的意见;同时,省局正在衡东县档案馆办规范化的试点。五月下旬,省局和省档案学会在永顺县召开了有各地州市档案局局长参加的学术座谈会,进一步对制定《规范》进行了讨论。之后,省局对《规范》再次作了修改,印发到全省县级档案局征求意见。制定和实施档案管理规范,是档案工作的一项改革,也是一项较大的业务建设,它涉及面广,各地情况又复杂,因此我们必须采取积极慎重的态度。为了更广泛地听取意见,现将《规范》(征求意见稿)刊出,希广大档案工作者多作些调查研究,提出具体的修改意见,以便尽快修改定稿,付之实施。

In late May, the provincial bureau and the Provincial Archives Society held a symposium in Yongshun County where bureau chiefs of all prefectures and cities attended the symposium and further discussed the formulation of “norms”. Afterwards, the provincial bureau made another revision to the “Code” and distributed it to the county-level archives bureau for comments. The formulation and implementation of the code management practices is a reform of the file work and a big business development. It involves a wide range of issues and complicated situations all over the country. Therefore, we must take a proactive and cautious attitude. In order to listen to the opinions more widely, the “Regulations” (Draft for Comment) are now published, and more extensive archivists are expected to conduct more investigations and studies and put forward specific suggestions on how to revise and finalize them as soon as possible.
