1 多年以来,湛江市的水利建设和管理工作,基本上以“农业生产”为单一的服务对象,水利事业长期被当作“社会公益”来兴办;水利工程建设是依赖每年安排的有限水利投资和农民群众的劳务投入;水利工程管理是靠征收低廉的、不计成本的农业水费和水利事业费补贴来延续。这种建设、管理体制和服务方向,无法维持水利工程的简单再生产,其恶性循环的表现是:
