为进一步加强对我省2006、2007年开展《森林法》及《海南省林地管理条例》执法检查暨沿海防护林、天然林环保世纪行活动的跟踪监督,省人大常委会环境资源工委于今年8月18—22日,邀请部分省人大常委会委员,分两个小组对三亚、琼海、陵水、五指山、东方、昌江、儋州、澄迈共8个市县的20个点进行了检查。这次检查以海防林为主、天然林为次。海防林主要检查基干林带造林、退塘还林、断带恢复的整改情况;天然林主要检查自然保护区划界定桩和水源林毁林整改情况。检查组通过实地检查、听取汇报、询问、召开座谈会等形式,基本掌握了全省海防林、天然林整改工作的落实情况。检查组认为,省政府及林业主管部门高度重视省人大检查组提出的整改意见,采取了一些得力措施,在抓好海防林营造、退塘还林、断带恢复、加强管护、查处毁林案件、水源林保护恢复、开展沿海防护林和天然林、生态公益林调查规划、自然保护区划界立碑等方面做了大量工作,取得了较好成效。总体来说,海防林的整改成效显著,天然林的整改取得了阶段性成果。本刊对回头看活动的情况报告摘要予以刊登,敬请关注。

The inspection team believes that the provincial government and forestry authorities attach great importance to the rectification opinions put forward by the Provincial People’s Congress Inspection Team and have adopted some effective measures. They should do a good job in building a forest shelterbelt, rehabilitate ponds, restore belts, strengthen management and protection, and investigate and deal with deforestation Cases, the protection and restoration of water source forests, the carrying out of coastal shelter forests and natural forests, the investigation and planning of ecological public welfare forests, and the demarcation of nature reserves, and achieved good results.
