渡口管理是交通部门的一项重要工作,其中安全问题尤为重要。在1958年的大跃进中,渡口也完成了比往年格外繁重的渡运任务,取得了一定的成绩;但同时也发生了比以往较多而极为严重的海损事故,计淹死者即达82人之多,造成无法弥补的惨痛事件。今年是更大更全面的跃进年,渡口担负的渡运任务势必更为繁重。现在全省县市行政区划重新调整,人民公社普遍建立,渡口管理体系已有变动。为了保障客货安全,各县市对于辖区内的所有大小渡口应即进行一次整顿工作。为此特作如下指示,希即遵照执行。
