基层是企业一切工作的基础.党的方针、政策落实到基层才能见效,企业生产建设等目标有了基层的努力才能完成,领导上指导工作也只有立足于基层才能最有力.因此.企业党委办公室围绕党委工作中心行使督促检查职能的重点就必须牢固地放在基层.这方面,我们认为重点应该发挥好三个作用:一、围绕实施党委中心工作和领导决策的导向作用.即对于党委在不同阶段的中心工作和领导决策,当一些基层单位不能正确理解或者由于各种主客观原因偏离党委中心工作时,党委办公室要利用自己特有的位置和作用做好引导工作,使他们的步调和党委一致起来,以保证一些工作达到预期效果.一是对思想认识问题要做好说服解释工作.就是当个别单位的基层干部和一部分职工群众,由于受各种局限尤其是自身利益的局限,不能正确理解党委的意图,而影响领导决策
