编者按2015年3月,中共中央、国务院出台了《关于进一步深化电力体制改革的若干意见》(简称9号文),对我国新一轮电力体制改革作出总体部署。2015年11月30日,国家发改委、能源局又发布了电力体制改革的6个配套文件,涉及输配电价改革、电力市场建设、电力交易机构组建、放开发用电计划、售电侧改革、燃煤自备电厂监管等内容。
Editor’s note In March 2015, the CPC Central Committee and the State Council promulgated the “Opinions on Further Deepening the Reform of the Electric Power System” (Circular 9), making an overall plan for the new round of power system reform in our country. On November 30, 2015, the NDRC and the Bureau of Energy also released six supporting documents on the reform of the power system, including the reform of transmission and distribution tariffs, the construction of power markets, the establishment of power trading institutions, the liberalization of power generation plans, the reform of power supply side, Coal-owned power plant regulation and so on.
