我们这个会开了整整3天,比较紧张。我看这一年多参加的会,恐怕我们这个会是唯一没有安排其他活动的,从头到尾我们都在这里议论特区发展的问题。 这个会作为一个学术讨论会,我下面的发言不能说是代表会议作总结,只是把整个情况谈一谈。我们共收到40篇论文,特别是在会上,我们的老前辈于光远、季崇威、王珏等同志到会给我们作了精彩的报告,还有一些研究特区的著名经济学家如王洛林、方生、梁文森、李茂生、李成勋等都作了精彩的发言,使我感触最深的是,来自特区和开发区第一线的、作调研工作的同志所准备的论文都非常有质量。从这一点上也可以说我们的会取得了很大的胜利,取得了圆满的成功。 从这几天大家的讨论看,在比较的问题上还有不足,这些年由于特区办特别是研究室在指导方面的工作没有跟上去,大家对兄弟单位的发展模式、发展进度、发展结构之间的差异及动因所进行的一些定性、定量分析和研究还是很不够的,今后在这方面我们要进一步加强。各特区、开发区之间要克服雷同的状态,必须了解人家在干什么,了解自己的特色,然后进行—些比较,在发展上才能互补、协调。比较是很重要的,这个会总的成绩很大,但在比较的问题上我实事求是地讲,还不够。

From this point it can be said that we will have won a great victory and achieved a complete success. Judging from the discussions held in the past few days, there are still inadequacies in the comparative issues. In the past few years, due to the fact that the work of the SEZ Office, especially the research institutes, has not kept pace with the guidance, we all have made an in-depth look at the development model, development progress, Some qualitative, quantitative analysis and research conducted on the differences and motives between them is still not enough. We will further strengthen this task in the future. All SEZs and development zones must overcome the same situation and must understand what other people are doing, know their own characteristics, and then make some comparisons so as to complement and coordinate their development. The comparison is very important. The overall performance of this meeting will be very great. However, on the comparative issues, I tell you truthfully and not enough.
