(一)中央人民政府政务院,决定九月二十五日在首都同时召开全国战斗英雄代表会议,与全国工农兵劳动模范代表会议。这是中华人民共和国成立以后,全国第一次战斗英雄与劳动会议。这次会议将总结与交流军事战线与生产战线上的宝贵经验,表扬与奖励各种英雄模范,会后全体代表并将参加国庆日庆祝盛典,这对于树立劳动光荣、劳动者受尊敬的观念,与转变旧社会贱视劳动与劳动者的风气;以及对于鼓励全国军民效力于解放全国国土与正在进行的全国范围内经济建设工作,均有重大意义的。各级人民政府必须十分重视这一工作,认真研究中央人民政府政务院的决定,以及工农兵劳动模范代表会议筹备会的计划,并
