I. Status of Water Conservancy The Nanyang Basin is located in the southwestern part of Henan Province. The average annual precipitation is between 711 and 1168 mm, and the rainfall in June and September accounts for about 60% of the annual precipitation. The actual water resources in the city totaled 7.035 billion m ~ 3, with a per capita population of 790 m ~ 3. Under the condition of 75% guarantee rate, the average surface runoff in many years is 6.7 billion m ~ 3. According to the average annual dry-water consumption of water storage projects, the utilization capacity of the city is 2.75 billion m ~ 3 in the plain water years and moderate drought years, 41% of surface water resources. The groundwater resources available for exploitation are mostly concentrated in the plain area of 7000 km ~ 2 in the middle and lower Tangbai River.
