加快小城镇招商引资进程 ,必须以招商引资促资源开发、促基础建设、促企业改革、促民营发展。在此基本思想指导下 ,重点“实现五个转变 ,落实六项措施”。“五个转变”即由低层次招商引资向高层次招商引资转变 ,由注重有形资产招商向有形无形资产并举招商转变 ,由普遍性招商向针对性招商转变 ,由被动招商向主动招商转变 ,由注意提供优惠政策招商向注重优化投资环境招商转变。“六项措施”即集中力量 ,重点突破 ;合理分工 ,联合攻关 ;强化领导 ,专项推进 ;加大扶持 ,优化环境 ;挂牌保护 ,承诺服务 ;定时定点 ,责任到人。
