随着医学模式的转变,医疗卫生工作的服务对象由病人转变为社会群体.1988年8月《爱丁堡宣言》提出了“2000年人人亨有卫生保健”的战略目标.目前世界几十个国家已提供免费的初级卫生保健服务,但在我国占全国人口的72%的农村中,初级卫生保健机构还不完善,农村居民患病后求医率较低.为此,笔者对山西省农村初级卫生保健服务机构、1000名农村居民患病后未诊的行为进行了调查研究,提出加强初级卫生保健的改革要点与具体措施.
