近年来,由于受国际宏观经济环境的影响,国内市场需求不旺,造成不少国有企业生产经营举步维艰,下岗人员增多,部分群众生活困难。各种矛盾及职工的思想问题比以往任何时候都更加突出。面对这一新情况,如何做好新形势下的思想政治工作是摆在我党面前的新问题。江泽民总书记6月28日在中央思想政治工作会议上明确强调:“面对新形势新情况,思想政治工作在继承和发扬优良传统的基础上,必须在内容、形式、方法、手段、机制等方面努力进行创新和改进,特别要在增强时代感、针对性、实效性、主动性上下功夫。这要成为今后加强和改进思想政治工作的重点。”江总书记的讲
