云锡老厂背阴山冲尾矿库于1977年8月已经超过原定标高运行,直接威胁老厂锡矿选厂一工段、胜利坑口的工业设施及居民区的安全。为了保障下游生命财产的安全,老厂选厂二工段被迫停产。当时如若重新觅建尾矿库来解决该厂的尾矿堆放,需要2～3年的建设时间,生产损失太大。所以,决定对背阴山冲尾矿库进行加固、挖潜,扩大库容。
