政府行政决策程序的法制化是推进政府行政决策科学、民主、法制化进程的核心,其行政决策过程及程序的重要性更彰显推进行政决策程序法制化的紧迫性。对沈阳市政府的行政决策程序及其法制化问题进行调研是为了发现行政决策过程中的问题,总结经验,规范行政决策程序,为实现沈阳市政府行政决策的科学、民主、法制提供可操作性的办法,对完善我国未来行政决策体制具有深远的意义,更对当前行政决策的科学化、民主化、法制化水平的提高有极大的促进作用。
