一哈萨克斯坦对中国农产品通关便利化的现状(一)通关法律制度不断完善哈管理通关的法律主要是1995年通过的《哈萨克斯坦共和国海关事务法》。该法规定了哈海关事务管理细则,包括货物和运输工具通过哈萨克斯坦共和国关界、征收海关关税和其他费用、办理海关手续的程序和条件,海关监管和实施海关政策的其他手段以及哈海关活动的组织一法律基础。
