为配合国家计委决定开展的《中国全局节约战略、规划和对策研究》,作者对世界发展趋势进行了分析,认为实行开源与节流并举的方针,在不增或少增原木采伐量的前提下,大力节约木材,充分合理利用木材资源,是适合我国国情的最现实、最有效的措施,也是解决我国林业“两危”的重大战略对策。
