目的分析突发公共卫生事件的发现方式,为提高突发事件监测预警能力提供建议。方法根据2004—2013年厦门市经突发公共卫生事件管理信息系统上报的突发公共卫生事件相关信息,分析每起事件的调查报告,获得突发事件发现方式。结果学校发现的事件占54.10%,医疗机构发现的事件占24.60%,疾病预防控制中心发现的事件占14.75%。食物中毒事件主要通过医疗机构发现和卫生行政部门通报,分别占81.82%和18.18%。突发事件从首例病例发病至发现的时间间隔中位数为94.50h,传染病事件发现时间间隔中位数为125.07h,食物中毒事件发现时间间隔中位数为0.83h。结论不同类型的事件发现方式不同,传染病事件主要由学校发现报告,食物中毒事件主要由医疗机构发现,疾控中心主动发现事件的能力有待加强,应加快相关部门间信息共享机制建设,缩短数据分析周期,从而及时发现、有效控制突发事件。
Objective To analyze the discovery methods of public health emergencies and provide suggestions for improving the ability of emergency monitoring and early warning. Methods According to the relevant information of public health emergencies reported by the public health emergency management information system in Xiamen City from 2004 to 2013, the investigation report of each incident was analyzed and the way of discovering emergencies was obtained. As a result, 54.10% of incidents were found in schools, 24.60% were found in medical institutions, and 14.75% were detected by CDC. Food poisoning incidents were mainly notified through medical institutions and health administrative departments, accounting for 81.82% and 18.18% respectively. The median time between the onset of the first case and the discovery was 94.50 hours, the median time between the discovery of infectious diseases was 125.07 hours, and the median time interval for food poisoning was 0.83 hours. Conclusion Different types of incidents are found in different ways. The epidemic is mainly reported by the school. Food poisonings are mainly detected by medical institutions. The ability of the CDC to actively discover the incident needs to be strengthened. The information sharing mechanism between related departments should be accelerated and the data should be shortened. Analyze the cycle to discover and effectively control emergencies in a timely manner.
