1986年底至1987年初,当不少人还处在“包产到户”所引发的兴奋中时,中国农村变革的第二篇章已在安徽省阜阳地区悄悄地拉开了序幕。中央书记处农村政策研究室与安徽省委、省政府共同于1987年春节前后,作出了在安徽省阜阳地区成立中国第一个乡镇企业制度建设试验区的决定,并于当年3月,开始了继包产到户后农村经济体制再变革的主动尝试。
From the end of 1986 to the beginning of 1987, the second chapter of China’s rural reform quietly kicked off in Fuyang, Anhui Province when quite a few people were still in the excitement of “making every household available”.
