The 16th National Congress of the Chinese Communist Party is the first national congress that our party convened in the new century and is a very important meeting for our country to enter a new stage of development in building a moderately prosperous society and accelerating the process of socialist modernization. The General Assembly stood at a historical height, held high the great banner of Deng Xiaoping Theory, fully implemented the important thinking of the ’Three Represents, summed up its experience, set goals for its struggle and made all-round arrangements for all the party and state work.
