人民法院要坚持依法独立公正行使审判权,一切审判、执行工作都必须依法进行;要坚持实体公正与程序公正并重,严把案件事实关、证据关、程序关和法律适用关;要坚持案件质量和效率兼顾,创新和加强审判管理,在确保质量的前提下,提高审判效率尽管我国的法律体系已经总体形成,但本身并不是完美无缺的,还需要在实践中继续探索、修改和完善。在这一进程中,人民法院要更加注重完善司法解释工作,坚持群众路线,充分发扬民主,推进司法解释的民主化和科学化
