特殊教育之所以特殊是因为其教育的对象不是普通的学生,而是各种各样的残疾儿童或者说是病童。目前的特殊教育作为教育的一个门类独立存在,体系相对封闭,医生很少甚至是完全没有参与其中,其效果也自然尚有提升的空间。要在特殊教育的实践中做到医教结合,就要改革特殊教育师资培养模式和课程体系;通过政府的教育、卫生行政管理部门,以及残疾人组织的合作,建立医教结合的工作制度,并制定相应的工作规范;在卫生行政管理的支持下,在有条件的特殊教育学校建立符合卫生许可要求和医疗康复机构标准,由合格的康复师主持的康复中心。
