科学合理利用外资对弥补我国国内建设资金的不足,引进先进技术和管理经验,扩大劳动力就业,促进对外贸易,平衡国际收支都具有十分重要的作用。但我国目前仍存在着利用外资的质量和水平偏低的问题,必须实现利用外资由数量型向质量型的转变,加强对外商投资产业导向和地区导向的引导,有选择地给予外商优惠政策,加强对外资企业的全程管理,以不断提高利用外资效率,促进我国经济健康全面地发展。
Scientific and reasonable utilization of foreign capital is very important to make up for the shortage of domestic construction funds in our country, to introduce advanced technology and management experience, to expand labor force employment, to promote foreign trade, and to balance the international balance of payments. However, there is still a problem of low quality and low level of utilization of foreign investment in our country. We must achieve the transition from quantity to quality by using foreign capital, strengthen guidance on industrial and foreign industries and provide preferential treatment to foreign investors, We will step up the management of the entire process of foreign-funded enterprises so as to continuously improve the efficiency of the utilization of foreign funds and promote the healthy and comprehensive development of our economy.
