为适应国务院机构改革和社会主义市场经济体制的要求,国务院办公厅下发了《国务院办公厅转发科技部等部门关于国家经贸委管理的10个国家局所属科研机构管理体制改革意见的通知》(国办发[1999]18号),对国家经贸委管理的10个国家局所属242个科研机构的管理体制进行改革。 这242家科研机构通过自主选择转变成科技企业、整体或部分进入企业、作为中介机构等改革方式,经国务院有关部门批准,从1999年7月1日起按新的机制运行。这标志着我国科研机构管理体制进入一个崭新的阶段。
In order to meet the requirements of the institutional reform of the State Council and the socialist market economic system, the General Office of the State Council issued the “Notice of the State Council General Office on Forwarding Opinions of the Ministry of Science and Technology and Other Departments on the Opinions on the Reform of the Management System of Scientific Research Institutions Owned by the 10 State Bureaus Under the Economic and Trade Commission of the State Council” State Council issued [1999] No. 18), the State Economic and Trade Commission administered 10 state agencies belonging to 242 scientific research institutions to reform the management system. These 242 research institutes have transformed themselves into science and technology enterprises through their own choices and entered the enterprises in whole or in part as a means of reform such as intermediaries. After being approved by the relevant departments under the State Council, they have been operating under a new mechanism since July 1, 1999. This marks a new stage in the management system of China's scientific research institutions.
