近几年来,在企业横向经济联合的基础上,出现了以大中型骨干企业为核心组建起来的企业集团。这一新型的经济组织,大都跨地区、跨部门、跨行业。在企业集团的组建过程中,必须及时地建立党的组织,开展党的工作,发挥党组织的政治核心作用,保证党的基本路线和方针政策全面准确地贯彻执行,使企业集团在生产经营活动中坚持社会主义方向。这些原则必须坚持。但是,实现上述原则的具体的形式和方法,则是一些亟待研究解决的新课题。本刊发表这篇调查报告,目的是希望引起各地各部门的重视,进一步深入研究和探讨。
