中组部、民政部于1998年2月16日共同下发了《关于在社会团体中建立党组织有关问题的通知》,中组部又于2000年7月 21日印发《关于加强社会团体党的建设工作的意见》,要求各级党委和社团管理部门抓好社团党建工作,社团党建成了继非公有制企业党建工作的又一新课题。十六大报告强调指出:“要加大在社会团体和社会中介组织中建立党组织的工作力度。”围绕着这一课题,学者们和党政部门进行了调查和研究,现将成果综述如下:
