建设监理，是建设管理体制改革的重要举措之一。本文在工程监理实践的基础上，对监理工作中一些问题，提出探索性的意见：１、改革现行投资管理体制，是有效实施建设监理制的迫切要求；２、在现行体制下的业主委托监理，对监理作用的发挥有很大的局限性；３、严格合同管理，是有效实施建设监理制的基本保证；４、加强监理队伍建设，是全面推行建设监理制的需要。
