改革开放20年来,有色金属工业取得了快速的发展。为适应新的形势,确保我国有色金属工业持续健康发展,迫切需要我们认真研究一些新情况、新问题,研究适应我国当前和今后一段时间内有色金属工业发展的产业政策。 一、对我国有色金属工业的回顾和分析 解放初期我国的有色金属工业基础十分薄弱,全国产量只有1.3万吨,1959年40万吨。至1958年十种有色金属产量达到引.14万吨,经过30年的奋斗,1978年产量接近100万吨。至此一个独立完备的工业体系已经形成,并为后来的快速发展奠定了基础。
In the 20 years since the reform and opening up, the nonferrous metal industry has witnessed rapid development. In order to adapt to the new situation and ensure the sustained and healthy development of China’s non-ferrous metal industry, we urgently need us to seriously study some new situations and new problems and study industrial policies that are suitable for the development of non-ferrous metal industry in our country at present and for some time to come. I. Review and Analysis of China’s Nonferrous Metals Industry At the initial stage of liberation, the foundation of China’s nonferrous metals industry was very weak with a national output of only 13,000 tons and 40,000 tons in 1959. By 1958, the output of ten nonferrous metals reached 140,000 tons. After 30 years of struggle, the output in 1978 nearly reached 1 million tons. At this point an independent and complete industrial system has been formed, and laid the foundation for the subsequent rapid development.
