人是生产力中最活跃的因素。大多数安全生产事故的发生都与“人”的行为有关。落实以人为本的科学发展观,在煤炭企业安全管理中充分调动、激发员工自主保安的积极主动性至关重要。本文以落实人为本、全面、协调、可持续的科学发展观为中心,围绕坚持“安全第一、预防为主”的方针、创建安全文化氛围、强化员工安全教育、严格监督管理四个方面展开详细论述,旨在为提升煤炭企业整体安全生产管理水平提供一定借鉴。
