The authoritative departments such as the Ministry of Labor and Social Security, the Ministry of Health, and the State Development Planning Commission have recently made detailed provisions on the medical expenses incurred after medical reforms. According to the regulations, there are five categories of medical treatment items for which basic medical insurance does not pay fees. The first category is service items: registration fees, out-of-hospital consultation fees, medical records, etc.; visit fees, examination and treatment of expedited charges, surgery surcharges, premium prices, special nurses and other special needs medical services. The second category is non-disease treatment items: various cosmetic and body building items, non-functional cosmetic surgery, orthopedic surgery, etc.
