建立企业集团是我国国有企业实行现代企业制度改组改造的途径。一是可以实现规模经济和集约经营，有利于增强烟草企业在国际国内市场的竞争力；二是可以充分发挥各企业的优势，实现扬长避短，有利于优化组合生产要素和产品结构，提高产品质量；三是可以形成科工贸一体化，促使产品开发，经营决策灵活果断，有利于调整生产经营布局，组织专业化生产和技术改造，增强企业经济效益；四是可以使人力、物力和资金得到充分的利用及发挥，有利于企业整体素质的提高，资金利用及基础管理的加强；五是可以强化烟草专卖法规，便于加强专卖管理，保护正常的市场竞争及消费者的合法权益，增强行业的整体实力
